Educational Philosophy is used in learning about educational problems. The connection between educational philosophy and reading literacy is that basic literacy skills are very important for national educational life. We need to focus or pivot on three main things, namely basic literacy, competence and character quality. The place where the researcher used this classroom action research was UPTD SDN GULBUNG I, which is located in Sampang. The research subjects were 21 students in class 1 of UPTD SDN GULBUNG I, with details of 12 male students and 9 female students. In carrying out this research, researchers used the classroom action research (PTK) method. This research leads to continuous learning improvements. The classroom action research model according to Kemmis, McTaggart, & Nixon is a spiral-shaped action research model consisting of 2 cycles with 4 stages, namely, planning, action, observation and reflection. At the pre-cycle stage, students' reading comprehension ability reached an average of 52.38. After taking action in cycle I, the results achieved by students increased to 62.14. Furthermore, in the second cycle of action, students' reading comprehension ability increased to 85.71. Judging from the results in each cycle, student achievement continues to increase. Thus, literacy learning with picture story books can improve vocabulary reading skills for grade 1 elementary school.
